Do these seal closed when not in use? Salt tends to grab moisture.

NO , unfortunately it doesn't seal . I put some dry rice inside to absorb the moisture. It is so pretty but not very useful nor functional. I wouldn't buy it again.

The top and the band is stainless steel, and the cover is made from hard plastic

Where do you refill salt and pepper shakers?

The tops screw off right below the metal band about 1/4 way down. Nice because the opening isn't tiny and on the bottom like some salt shakers.
