Would this work on old Tempera Paint?

It works on water-based latex, so I'd think it'd work on tempera.

What’s the plastic strips for

Hello, I'm sorry I'm not quite sure what plastic strips you are referring to. I have closely examined the package and did not see any. I also went to manufacturer's page and looked for them, so I'm afraid I cannot answer that. You aren't required to use any, you just leave the lid of the paint off for several hours and then add the mixture and stir with a wooden stirrer and the paint then sets up for disposal.

How many are in this pack? 12 or 1? many of the reviews state it says 12 pack but is only 1.

Yes. The photo shows one plastic pack that hardens a gallon or so. For the $30 bucks or so, you get a cardboard box containing a dozen of them.
