This site charges sellers fees to list and sell on the site.  Based on the best price possible (without buying 1000+ cases direct from Hasbro) to acquire this figure a seller must sell it at around $24-25 just to break even on this site.  If the seller is truly a "scalper" and paying full retail+tax at $20-22 per figure then they must sell the figure at around $28-30 just to break even.  A legitimate seller is buying these by the case and when they are originally released from Hasbro gets a variety of figures.  Some of those figures sell for higher than base price.  Some of them no one wants and they must be sold at a loss.  Many sellers that ship these items from their location also take care to make sure your figure is in the best condition possible when it reaches you as well instead of tossing it in a bubble mailer and hoping for the best.

For every Mace Windu or Boba Fett that seems expensive, there is a Rose or Canto Bight that no one seems to want and must be sold at a loss. This answer may not be the answer you want to hear, but this answer is the 100% truthful answer.
