Has anyone used these for puppy potty training?

Yes people can use these bells to train puppies but why mess with your dog's mind and emotions with this? Every time you ring a bell is your dog to pee? Why do this other than ringing the bell to let them know its times for a walk.

Could this be used for triggering say for some type of electrical device? I have an uncle that's in a wheelchair that has trouble communicating.

No. Simple bell-clasp. Consider a life alert type item for him.

Can you mount this so it is stationary?

The bells are plenty heavy so they will remain stationary in (what I perceive as) normal use. Unless there is a concern about theft or something, or would be mounted vertically, the bells would not need to be fastened. But they certainly could be, with a very modest effort. The black base of the bell is pretty thick metal so simply drilling through would allow for a screw. Or simply wedge 2 screws against the metal on opposite sides.
