Are these snakes flexible? I need to stretch them out straight.

The rubber snakes are not flexible, and I tried to stretch them out straight, but they just bend back into the their original position.

Do snakes have individually packages? For example, a transparent small plastic bag

No. The outside packaging is the only plastic holding the snakes.

Would these be too big to go on top of cupcakes?

They would be too big for cupcakes.
