Can this be used as eyeshadow primer? If not, any recommendations?

No this is not that kind of primer. I use this one especially around my lips to plump them before putting on Lipstick. Also it softens the fine lines on my lower cheeks. I would recommend the e.l.f. Eyelid primer instead
