Is this the white paste or looks more like grease/goo?

Some have complained that it is too solid , but it must be stirred in a small container or smeared around ( thus the funny little cotton brushes tire guys use). It goes from a gelled paste to a creamy consistency when worked (then it dries quicker than I work sometimes) . It contains some diethylene glycol. Don't let you dog eat it and try not to wear it on your skin too long.

I this an equivilent to Hutchinson's grease for military run flat tires?

I don't know anything about Hutchinson's grease , but this has a grease or paste consistency to put on tire rims. In a pinch, you can thin with water and pour on the bead to help get it loose. From their sales info: AGS Ru-Glyde® Paste is a stable blend of specialty soaps, corrosion inhibitors, preservatives, solvents, and water that is designed for direct application. It will not cause tires to soften or swell and is water-soluble. Does not contain petroleum, amines, phosphates, or harsh chemicals that would be corrosive to metals. And American Grease Stick SDS says for use on run flat tires. It is a vegetable oil based soap, safe on rubbers.
