Would this set be okay for a younger child? My son is 21 months, but he is very tall for his age.

I got it for my 14 month old, and she loves it. She is about 30" tall.

Is the wood unfinished, or does it actually have a "natural" finish on it?

it has a natural finish , my grand daughter loves this table , she eats on it and everything else and she has two older brothers who r very rough, all of them climb , jump ,stand on everything , it has been and still is an awesome table , smooth finish ,no rough edges , I can't say enough about this table and chairs

What is the length of this table? Is it 24 or 21

The table top measures 20" wide by 23 5/8" long and is 20 1/2" tall. I have twin grandsons that are two years old and it is perfect for them. It is very well made and easy to assemble.

My boy is 4 and with the 11" seat hight, I'm concerned it may be too small or he will outgrow it soon. Can anyone recommend a slightly bigger set?

The chair will hold the weight. Probably after the age of eight a child might lose interest. An adult can sit in the chair. You turn your legs to a comfortable position. The set is small. My great granddaughter is two and she really likes having her own table. I cannot recommend a larger set. I haven't looked for one.
