I still use it without any claims. **Q: does it have a dual sim card slot?** A: No, only one **Q: Does Caterpillar B15 works in Israel?** A: I don't see why the B10 (or B15) as a unlocked phone would not work on a gsm network in Israel. Also depending on the sim card from your provider (B10 can carry 2 sim cards, not sure about B15) you should be able connect to a network of your choice. The phone gets very slow after a few apps are opened and it lacks a lot of functionalities and personalization capability. The screen is ok but sometimes is a bit erratic. Web navigation is also acceptable and battery life is also good for a smartphone.
