Will this fit an n frame smith? How about a glock 17 with light?

Not sure. It keeps one of my smaller Glocks, no light, secure within a small bag. Should do the same for a 17 as long as the light is mounted in front of the trigger guard.

Is the backing the "hook" part of hook-and-loop? Has anyone tried these for storage on the inside of a safe door made for velcro attachment?

I used this is my car's center console. I attached it with Velcro to the side wall and then I can place my firearm in and pull the strap over to secure it.

Would a Glock 19 work with hook and loop holster?
