Why can't it be used for portable water? What is it made from to cause this issue?

Portable or potable water? Portable, pump water into a container or potable, people have used pitcher heads for a hundred years or so to pump water for consuming. I don't see any issues with either.

How hard is it to winterise it ?

This is for decoration only, not well made.

What size pipe does it thread onto?

Mine was 1 1/4” pipe thread. Also the inside of pump was painted so the leather cup kept sticking to the paint. I sanded the paint off to allow it to work.

Is this a functional water pump? What do it mean to not use this pump on portable water?

You can't use this for any drinking or food use water. It does seem like a nice pump but not to be used for human consumption.
