Will this tablet release chlorine gas/bromine gas when dissolve in water? i am now using bcdmh tablet in air conditioner drain which has strong smell.

Also known as sodium hypochlorite it may also be viewed as the sodium salt of hypochlorous acid. When dissolved in water it is commonly known as bleach or liquid bleach. Sodium hypochlorite is practically and chemically distinct from chlorine.

My window ac unit has this foul smell but doesn't seem to be clogged, can I just drop a tablet or fully clean it ?

It would be best to flush it well and try a tablet. The tablet is intended to provide a low level of chemical in the water to prevent bio-growth. Once established the growth may require more chemical to curtail than is released by the slow release tablet. In that case the unit would need to be fully cleaned and then use the tablet to maintain it and prevent the foul smell. I don't know your particular case, but I remember my son's A/C unit was so dirty that the air filter was completely blocked with debris as well as the inside.

how is it applied or used ? Dropped into the AC vents or what ?

You can push a tablet thru the vents on the sides of a window air conditioner. I used them in my dehumidifier.

Can you drop a tablet (or break it up first) in the pvc drain pipe that sticks out of the air handler? is this instead of using a cup of bleach?

You need to get the tablet into the standing water inside the unit. Don't break up the tablet. It is intended to slowly dissolve and release a small amount over time to provide long term protection. Bleach provides a short term protection because the active agent dissipates quickly. There would be no purpose in putting the tablet in the drain pipe because the water coming out of the drain is on the way out. You need to get it into to the standing water inside that may provide a breeding pool for micro-organisms.
