Is rated for 120vac?

I doubt very much if Elenco has done the sort of testing that would give it such a rating - these sorts of boxes are generally used with low voltage circuits. That said, the switches  used in this device are the type routinely used in 120VAC applications, the binding points are almost able to handle 120VAC, and the wiring is probably OK as well.

But just because the box can probably take it doesn't mean you should do this. The real danger with using this sort of device in a 120VAC test circuit is going to be the fact that the binding posts are intended to provide easy connectivity, not to protect you from high voltage. (This is not an academic concern - I blew a hole through the tip of my finger once when my hand slipped and my finger slid between two binding posts just like these with 400 VDC across them. Had I not been isolated from the circuit  it probably would have killed me.) If you're doing any sort of testing with 120VAC I *strongly* recommend using an isolation transformer so there is no potential to ground.

There's also the fact that high voltage plus low resistance means high current. And while you can easily blow out one of the resistors in this box at 5V, blowing one out at 120VAC is going to be much more... forceful.

And keep in mind this is test equipment. It should never be used as  permanent part of some setup.

The bottom line is that high voltage is no joke and should be left to people who have had the proper training.

Are the resistors provided non-inductive?

They look like metal film, so there’s always some inductance.  If you are looking at substitutions at high frequencies, I’d be more concerned about all the inductive(and capacitive) effects of the circuit traces and slide switches than the resistors themselves.  JMHO.

can u combined them in parallel

The internal wiring of the box only allows the resisters to be switched in and out of a series arrangement. Of course you could hook up multiple substitution boxes in parallel, but why would you want to do this? The only thing it would accomplish is to give you access to some different resistor values and greater current/wattage handling, but if your needs are that specific you're probably better off buying some discrete components with the exact values you need. It's not like resistors are expensive these days.
