It comes with the cord, but not the bank itself.

I need a bag for daily use (not bulky) but big enough to use as a carry on for traveling. Is the large size appropriate?

Yes. I used it in our lady cruise and it worked great for stuff I wanted to carry with me. iPad, meds, chargers, and other stuff. Check sizes. They are not all the same size.

can it fit a 5 inch binder

I used it in our last cruise and it worked great for ipad and all the other stuff I took in it. Check sizes in the design you want. They are not all the same size. I got the black and white one with flowers and it also has a security packet in the back.

what material is the outer shell??

I’m not totally sure about the exact type of material it is made of, but it is rugged and waterproof. I bought this for my daughter for her freshman year of college and she’s still using it her junior year..!
