The 3M material, is it damage-free, or is it meant to be permanent?

The 3M material that comes with this set is meant to be permanent. One can remove it but not without either some of the adhesive and foam remaining on the wall, or some of the wall remaining on it. If you want to be able to take it off easily at a later date, recommend you buy some Command strips which are meant to be removable.

Would this hold a dart? Im creating a customized dart board

If the relevant part of the dart is the same diameter as a charging cable, and the dart is not too heavy, it should work. Much easier just to leave the darts sticking in the board though!

Will the adhesive damage my wooden table if I remove it?

The glue is quite strong, so it all depends if the wooden table is a solid piece or a veneer.
