No this pattern couldn’t be used for a toddler. Both sizes included in pattern are for very small dolls.

What size waist does this fit?

Hello,I have tried to get you actual waist messurements, I am not able to measure the patterns inside the package,but what I do know is..for the 11"-12" doll you need a piece of fabric measuring 19" X 10" and for the 15"-16" doll you need a piece of fabric measuring 22"x12" for the pants in the pattern.Pretty sure the first number is for the length and the second number would be for the waist including seam allowance.I hope this helps you in your shopping,Thank you,
