Can this be applied over light rust? If not, what product do I need for this?

I cleaned light rust with a little paint thinner and then sprayed this primer on a prep gun motor. Then used black rustoleom paint over primer. And its been two years and the motor is still in good shape.

Is this safe for rabbits?

I would not spray it on rabbits. But if you are spraying the cadge make sure they don't chew on it it might make them sick.
