Personal preference I think. Some people don't like the bright light as it causes head aches.

Can this be set as a security light, ie that provides some dim light all night and not just when there is motion.

Yes, you can have permant low light on with motion detected security, high light permanently on with motion detected security light and finally light permanently on with no motion detector. Unless there's a good source of light this will not charge enough to work through winter nights. Whee I live in lucky if it works for an hour during the winter.

Is sunlight required to charge these lights or will artifical strip lighting recharge them?

Sunlight is required, they are solar

do these have a usb port to top-up the charge, in case solar charging does not give it enough juice?

No. But they still charge up even on cloudy winter days and have a decent factory charge at first. Very rare I've been without light.
