Will this fit someone who is 4 foot 3 inches? Im 95lbs

Yes easy I’m 5’6” and weigh 175 and it works great for me and yes you can adjust the straps to fit

How long is the lanyard from grapples to the start of the shock?

Should never be more then 2 feet free fall. It is usually less than a foot.

Is harness worn on outer garment or is it put on prior to getting dressed?

Harness is worn over any shirt or coat. Otherwise in the event of a fall you could choak on the coat.
