Both work, however these are large crystals so they will be rough under foot. We would suggest using either method 2 part epoxy or 1part epoxy as the base then applying a topcoat over the whole project to get a smooth finish, otherwise it will be like walking on grit.

Is this black light paint?

This is glow-in-the-dark paint. It is designed to glow when the lights are turned off. producing a star effect.

can I use to paint a bunch of plastic beach balls so it'll glow in the dark like planets for kids projects?

You could, however it would become a costly exercise. The StarMakerFX paint is made from 1000's of 1-2mm Glow in the Dark Crystals. Would not look uniform for your project.
