Is the 1/2" diameter listed the outside or inside dimension?

It is outside diameter and a 1/2 wrench is not snug but seams close enough to call it 1/2

does it protect for heat

I use this outside in the summer on my plug ins. I have had no problem in the summer heat or with the plug in.
