Q: Presumably that tube on the left is a "hammer". If so, then can it be used to set the steerer's lower ("crown") bearing race too?

No. It's actually used to align the right part so that when you "hammer" the right part down (with star nut attached), the star nut will be set and aligned correctly. The left sleeve has two different inner diameters and will not slip down the steerer tube to be used to set the lower crown.

Q: The pin down the middle is not threaded, anyone have issues with the star nut not going in stright because of this? All other tools are threaded.

I've installed two star nuts so far with this tool by tapping it in carefully. You can correct for slight mis-alignment if you go easy instead of driving it in with fewer hard hits. It's true the threaded pin makes this easier but its not essential if you are careful. If i were going to install lots of forks i would opt for the more substantial and threaded tool but for my home shop i find this tool adequate. Good luck!

Q: Couldn’t I just use a round broom stick lol?

I'm sure you could use a broom stick or a dowl. This was my first time so I bought the tool, just in case.

Q: Does this tool actually come with two star nuts?

Not as I recall, but then different sellers fulfill Amazon listings. I think the idea was to show it can set both 1" and 1&1/8" star fangled nuts. Of course, you could just use a bolt, some nuts and a socket that fits inside your steerer tube
