It's designed to attach to a piece of luggage with the double telescoping handles as pictured (as opposed to the type that has just one pole). If you're asking if a backpack can be secured on top of the luggage using this product, I think you could - as long as it's not a huge backpack. I don’t understand the question. Leave it strapped together with the suitcase through security, on the plane? No. You can leave the device drop to the carry-on bag provided it fits under the seat.
