No regulation, it will always pump to the limit of its capability.

Q: is this pump adequate for medium size vacuum bagging techniques

This is a two stage pump that is optimum for applications that need a deep vacuum. Vacuum bagging does not need such a deep vacuum, but would benefit from higher flow rates, quieter operation, lower cost, etc. So, I think that this pump would work but it would be slower than you might expect.
