Is the outside bottom rubber or plastic? Reviewers are saying both. We specifically need a rubber bottom so it doesn’t scratch our floor

Plastic if you put in liquid is pour out on to floor. I wish I didn’t buy this really small. The sticker on outside was really hard to get off. I would buy one that is fully metal.

Will a 2.6 gallon garbage bag fit a 5 litre trash can?

The small size trash bag (4 gallon) fits this wastebasket...a bag the size of a plastic grocery sack.

What gallon size trash bag should I get?

Use bags from shopping at the grocery store. they are fine.

Of What type of stainless steel is this made? there is 18/8, 18/10, etc

It's a nice small trash can. Brushed stainless steel. Medium thickness but can be dented if not packaged well for shipping.
