No, there are no rods in the puppet. The arms are soft and you can put your fingers in the arms and the head/mouth when wearing the puppet over your hand.

Some preemie baby clothes fit together with doll/bear clothes for this size. Just make sure you choose clothes where you are able to access the hole at the bottom, for your hand to fit into to move the puppet's mouth and arms. ~ Silly Puppets
