Q: what is the small washer for?

The filter housings that I have seen all have a small screw at the top which, when loosened, is used to bleed out air, and the fiber washer goes between the screw head and the housing and serves to seal that opening when the screw is tightened down after bleeding.

If it fits the filter case I don't see any reason why it would not work. Diesel isn't much different then kerosene in weight.

Q: Is this the same as 264-36 sid harvey?

Based on the picture, I believe so. I always buy the four pack since it seems like everyone I know uses them and always come knocking when it's filter changing season and I want to make sure I have enough for me.

It’s simple to change the filter yourself and saves money. These are nice quality and had no issues installing one. It’s also nice to have one for several changes in the next few years. No issues so far. When I change it next year, I’ll see how it held up.
