Has the manufacturer fixed the design problem that allows liquid to go in the bottom but then not drain out causing mold and an inability to clean it?

Yes it seems like they have adjusted the "blowhole" to now be covered! 👍🏼

Is it dishwasher safe?

Top rack I think should be okay, however I would suggest handwashing.
