Do these work well in low light?

To maximize low light performance magnification should be limited to seven times objective lens diameter. The further the instrument deviates from that formula, the worse it's performance will be. For a 42mm objective lens (which these binoculars have) the maximum magnification for low light use should be 6X.

How far do these work for? I know nothing about what to buy for my husband to watch anchored ships from our condo balcony.

If it were me, and the use you describe (stationary subject, balcony, some distance) I'd consider an inexpensive spotting scope and tripod as a better tool for the job. The binoculars you're looking at may not have sufficient magnification depending on distance.
