Q: Does this come with a safety strap to keep the dog in the seat?

Yes, it does but the first time we used this my dog was able to jump into the front seat because the safety strap was not attached and it came right off of the seat. I didn’t know this has happened and realized that my dog could’ve jumped out of the window as I was driving. Not happy about that.

Q: Is the strap that connects to the dogs harness attached at the top or bottom? My puppy loves to bite the straps.

Mine has the strap at the top but I have the bigger of the sizes.

Q: will my 12 pound Morkie (Maltese& Yorkie) fit this?

If you read it will tell you the weight limit, it also tells you to measure your dog so you can see if it is big enough for your animal every breed of dogs is not the same size and this doesn't tell you these are all the types of dogs it will fit that is why you measure and decide if that's enough room for your dog
