Do the colors rotate continuously or can you keep at one color

You can do both. You can keep it set on just one of the seven color choices or have it rotate among 3 different colors; red, blue and green.

Where are these lights made?

I really do like them for our Koi pond. They are very bright. And so nice that you can position them easily. Now walking the opposite way they are very bright but great to show our waterfall.

Spikes too fragile. Where to get replacements?

Can i get these spot lights to stay on 1 color the whole time

I have not purchased these lights, but in the write up it states 7 fixed color and 1 auto rotating color modes. This leads me to believe you can fix the color
