How do you get the bottom plate rack to fold?

Pull up on the left hand side racks to unclip and fold. You can also remove the hinged portion.

"Can i place this on top of a washing machine ? (is an lg and don't vibrates that much) if yes, do i have to keep it empty while doing clothes?"

You can do that but it's not ideal. During the washer's spin cycle, if the load isn't perfectly balanced. it can shake violently. I've had things fall of my washing machine when that happens. While this dishwasher won't fall off. too much shaking can damage the pump and sprayer arm. If you are sure that there will never be big vibration. then you can place it there. Emptying the dishwasher would be a good idea, especially if there are delicate things inside.
