Absolutely, it is designed to be used with fish in the tank as well as for cycling. Expensive but very effective.

No it doesn't come with a way to measure it out.

How much to use for 30 gal?

Use 1 oz per 50 gallons of water, as one can use up to 5x the dosage safely, simply use 1 oz for 30 gallons of water.
