No, the buttons are not functional. Decoration only.

Q: What material is the dress? it looks cotton. is it cotton? also is it see through? do you need to wear another layer underneath?

Material is a linen cotton quite thick but cool to wear. The navy I chose is definitely not see through.

Q: Is 12 to 14 more like 14?

My 10-12 came up quite small, if that's any help.

This dress can be buttoned and unbuttoned. But for me, when I received it, I found it very cheap looking, Totally shapeless so I sent it back. Good luck
