4 stars because it works much better than I expected it to for my purpose, lost a star because it's way smaller than I expected (which is good for me, I expected it to be a little too big). My daughter is 11 months and 23lbs, I ordered the 2t because it was the smallest size available and all the baby petticoats I could find were too short for what I needed. It's full length on her but the elastic is so small!! Any smaller and I wouldn't have her wear it but it's for a photo shoot outfit so it will be fine for a short time. Definitely too tight of a waste for a normal sized 2 year old that's for sure, just barely works for my 11 month old (she wears 12-18mo clothes, for reference).

The waist is small, but manageable. I can also add in some more elastic (my daughters shapes are on the thin side - no pudge or chub). The draw back to something you order is having to alter or labor over it, which is why it is not a 5 stars, but since it was cheaper than others despite the fact I'll have to alter it, is why it isn't a 3 star.What's the point in paying someone else for labor if you have to do it. My point is, if you don't have any ability in altering, and would be annoyed at the fact that you paid for a slip and it would last you only a second for your daughters growing waistline - don't buy. If you don't mind altering and can, then buy the product (the price wasn't bad that is why I am not that upset at having to have to readjust it).

Thankfully I read the other reviews and knew to order a size larger. My daughter is a few months shy of being 3 and generally wears a 3t. She is slightly small for her age, so we always have to have 3t with adjustable waists. I ordered this in a 4t like someone else recommended and it's a good thing I did. If it were even the slightest bit smaller, it would have never fit her. It fits exactly right, but she'll only be able to wear it for a few months, if that. I bought to go under a pageant dress that goes down to her ankles. It was the perfect length and gives the dress just enough poof to make it look perfect. Be sure to order a size or two bigger than your child normally wears.

I ordered a 4T and a 10 for my flower girls. The 4T had barely any poof! The 10 was fabulous. I think I’m going to send the 4T back and get the 5, maybe that will add a little poof to it. As far as material it is what it is. They are going to wear it one day. So to me it’s fine.

My daughter is on the thin side and it fit her perfectly. I ordered the 2T and she is 27 months old. I was glad the the waist is thin because it doesn't slip down. I will mention, though, my daughter is average height for her age, and this is almost full length, not tea length. I ended up having to cut off the bottom ruffle so it wouldn't show under her true tea-length dress. I would recommend this petticoat for a full length dress.It made a huge difference in the fullness of her flower girl dress. Very effective.

I purchased this pettiskirt for my daughter to wear under her flower girl dress. She needed a decent amount of "poof" for the skirt to look full and fit perfectly. I am a bit disappointed in the quality and level of "poof" in this skirt, it is a single layer and even when fluffed does not have the same poof or fullness as the photo implies. If I didn't absolutely NEED something I would be returning this item. Not worth the $30.
