With a 4k input, will this output 4k hdr to one device and 1080p to another?

sorry but it may and may not sometimes its depends on your source, for example verizon fios if it detects a 1080p tv on its output it wont let any other tv set at 4k , if you were to remove the 1080p tv the others will set to 4k then .

Will this take a 4k hdr 60hz signal and output to one side, and output a 1080p standard signal to the other? i need one for my el gato capture

Unfortunately, it will not work with elgato capture card.

Can the 60 hz split the hdmi signal from dish hopper recieber

The short answer is yes. But remember it has a scaler, that will automatically Scale resolutions to match your TVs, receiver, or whatever HDMI device your hooking it up to. For example, if one TV supports 4K, but the other only 1080p Full HD, it will put out 1080p Full HD to both devices. In this example no 4K support.
