Do you have to wash or replace the pad?

It doesn't look like the pad is designed to be replaced. I don't know about washing. I have been using mine for a while without washing and it is still effective.

Has anyone else found this to just smear fingerprints around? and it says to not use moisture, but do "breathe" on the screen.

I love this screen cleaner. I use it on my IPad and my phone. I’ve had no issues with smeared finger prints, but I do let it dry (which takes moments). I hadn’t thought of breathing on the surface, but might try that, too. I gave it to the family for Christmas in their stockings.

would this work on a glass stove top?

Kind of small for that...I wouldn't
