The switch cuts out every few seconds when connected to a device supporting 4K images. How is this resolved ?

Unless you have a faulty item, this is probably down to the hdmi cable(s). Will be the quality, or the length, or a combination of the two. Overall length of run needs to be less than 7 metres for 4K, unless you are using some exotic cables. For exotic, re expensive and then you probably wouldn't be looking at this product.

Does this switch automatically whenever in input is powered on?

No. You have to switch it with the button on the unit or via the remote control unit.

Will it work with Chrome Dongle

You probably could use the Chrome Dongle plugged into the HDMI switch, if that is what the HDMI port on the TV/Monitor was being used for. Then when you want to use something else that is plugged into the HDMI switch e.g. Xbox, PS console DVD player etc, make the appropriate selection and the HDMI input will be changed accordingly. Just don't expect several HDMI devices to work at the same time. This HDMI switch can be used to select one item at a time to be the 'source' for the TV's input signal.
