Why won't it dry? Its sticky and tacky had it under led uv for 90 seconds twice

After curing, wipe nails with a lint free wipe and Gelish Nail Surface Cleanse. This will remove the tacky feeling on the nail.

Is this a no wipe top coat?

It has a tacky layer, if that’s what you mean. Regardless of that, all gel top coats should be wiped with alcohol after curing to avoid allergy development.

Can you use "Top it off" over just regular nail polish?

Top It Off is meant to go on top off Gelish gel polish. The Top It Off Top Coat needs to be cured with an LED light.
