Will this work on soft leather

Probably not, the soft leather will stretch. Better on firmer, veg-tan leather.

I'm a beginner skiver, I need to repair tack like reins, skive the ends down to re-stich. Right tool?

Hi Robert: I believe you are correct, but just to make sure I suggest you call your local Tandy Store. Contact information for Tandy stores can be found at:https://www.tandyleather.com/en-usd/home/locations/storesearch.aspxAll the best!JeffOpen Bay Trading Comp.

What is the width of the cutting blade? How wide is the cut?

Max wide is approximately 1 inch.

Could i use this to thin down 5 ounce leather to lets say 3 ounce leather?

For strips as the other commenter stated if you're careful but it wouldnt be even. There's a machine thats specifically designed to thin leathers uniformally.
