Does this eyeliner transfer too??** A: I also have semi-hooded eyes and even if I let it dry, this will transfer if I don't powder my lids first. I just put a thin layer of nude eyeshadow down and then I use a thin line of the liner and it's perfect. **Q: Does it dry quickly?
