A: I would say no, as you would be breaking the seal of the air void in the double glazing.

A: Yes, it is fairly drafty, although this can be effected by other doorways you have and the immediate area outside of the catflap. It has a small amount of draft excluder around the door but none above, allowing cold air in with ease.
