Will this rotate freely while using or do you have to lock it into position to avoid it slipping off?

If you tighten it down, it does not rotate or slip off. Is there a reason you wanted it to rotate freely? Because it's holding a pretty big lens and, personally, I like that it doesn't move around when attached to the lens.
