Will this work with an Omyoffice cylinder ?

You need to measure the bolt pattern on your chair then read the description ,mine ft perfect.A large vise grip pliers and a mallet can remove the old cylinder , check U-tube.

Can you attach the back of the chair to this? I have an L shaped bar that has no holes in the seat part so I need to attach to this mechanism.

based on my experience installing this onto my chair, I would have to say no, there no holes specifically designed to accommodate the seat back. The design you have appears to be a less common type and you may need to look specifically for a base that has something for it.

only locks in the full upright position

How far back can this tilt?

Quite far, though no measurement in inches / cm as it varies depending upon the chair design. Definitely far enough back that you will want to test it slowly as on some chairs the reclining may be so much as to put you close to tipping backwards. Keep in mind this is, again, not so much a failure of the tilt mechanism but something that can happen if the tilt mechanism is not properly installed, adjusted, or the chair’s screw holes are located too close to the rear of the chair causing an issue of imbalance/center of gravity is off.
