How many ounces does it hold

The end that is flat is full of holes. Will not hold liquids nor granular material such as sand. Plastic seems fairly rugged. The plastic at the lip of the open end is fairly thick. I had to tape closed the hole end so that it would work as a scoop for salt for my water softener.

Can you close the holes?

No. There’s not mechanism to close the holes. They’re not large enough to interfere with scooping my potting soil. It’s a sturdy scoop.
