I need a 15 degree wedge pillow and is the standard size 15 degree?

You can use those rusty trigonometry skills. If you take the height and divide by the length, you just need a calculator that can do arctans. For instance, a 7.5" high, 25" long wedge gives about a 16.5 degree angle.

Can you still use this with a soft pillow?

Yes you can still use this wedge with your regular pillow.

Can you wash the pillow and a cover together?

I just the cover .....this is not a pillow that you can wash.

does the pillow wedge have a removable pillow case or not?

the cover is removable and washable. It does not have a separate pillow case per se.
