Is it "fizzy" like sodas?

No... it is actually like mixing a glass of tang (if you can remember doing so) or a glass of lemonade from a powder mix.

Does it really lower sugar levels

Fiber in any form will help reduce blood sugar. Some sources even caution that insulin users need to monitor their blood sugar closely after starting on Metamucil or other supplements.

what is the shelf life for orange smooth texture sugar free metamucil?

I trust Metamucil, started it recently as I had several friends and a couple of family members who have used it for years, but I am sorry I can't help you with your question as I don't know the answer. Good luck.

Why such a high price? ls that price for a double pack or something? I'm confused because thats almost double the grocery store price?

You can get a double pack of this at Costco for about 32 USD, that's 260 doses with 1 spoon or 130 for 2 spoons full.
