Will this work to keep dogs off countertops?

If your dog is anything like mine, they will figure it out and grab the device off the counter, break it, and carry on with their day.

Could you drape this over the arm of the sofa to keep a cat from scratching the side?

Not sure that would work because it appears to be the pet's weight that triggers it, since as soon as they step on it the alarm sounds. Just scratching probably wouldn't be enough to trigger. As I think about it, however, you could place it on the floor beneath the end of the sofa so that the cat had to step on it to get to the scratching point. Just avoid stepping on it yourself because it will startle you. Good luck
