Not sure how big the oxygen tank is but the inside compartment is approximately 16 × 10 with out divider in middle. It is well made and roomy. Hope this helps

Does it come with stuff in it?

No......It is an empty bag. Thsts why it only costs around $69. If it did come with supplies, the cost of the bag would be around $300.

What are the interior dimensions of the main compartment?

Roughly 12 x 16, VERY nice pack, lots of storage.
