Q: Does oil that collects in the collar then drain down into the main bottle?

Yes, it drains back down. I have two, one for canola for cooking and a smaller for olive oil and both sit on my counter because they are so pretty.

Q: Can it be used to dispense soap instead of oil?

It's such a classic olive oil dispenser I haven't used it for anything else. But because the oil never leaks out, I would assume soap would not either. As for the flow, I suppose it depends on how thick or how thin the soap flow is. It's the best olive oil dispenser I've ever had!

Q: Is there any plastic? What is the material on the bottom of the spout?

No plastic. It’s all glass. There is frosted glass on the bottom of the spout.

Q: Provided there are no large particles, would this dispense a homemade vinaigrette or would that be too viscous for the pour spout?

I dont think so , since the pouring hole is very small. Unless you take out the upper part every time you use it.
